[Help] Different Sites Tell you differen't IP's Which one is the Offical site?

I have been checking to see if my IP is correct But, when i go to sites where they say they can tell you your IP, Some are different from the other sites. I really want to find out whats my Real IP cause i'm having problems with Friends who can't see my Match Server, Does anyone know which site is trustable?
Lets say my IP is 165.21.154.99 , the last 2 numbers of the IP keeps on changing and i don't know which one to pick, sometimes it even goes to 3 digits.

Somethings messed up with your internet. is the router near you? if it is. try rebooting then checking again. the IP only changes normally when you restart the modem/router

yes my router is near me, uhh how do i do that? <,<' uhh when i put 127.0.0.1 IP in the system.mrs i can see the server and access it but when i put these IP address i find on ths sites i can't see the servers.Do you have anyidea how to fix it? =/
