Help locator.exe not open: s

I am configuring the files of jur13n #2 mi problem is that when I open the locator.exe not open me and tells me this.
Compile the locator again and still not workingMLocator::Create - DBÃʱâÈ ½ÇÆÐ.

What version of Visual Studio are you using?
Have you built Locator using the same Visual Studio Version as the Matchserver and Matchagent?
Have you configured your Locator.ini and dbo.LocatorStatus correctly?

More like grammer.exe was never open.
But yes, also check that you configured ODBC correctly.
Problem solved, was a pesima settings in Locator.ini had not noticed.
