I want to know if we can make admin "commande" exemple,
When we write /admin_halte, the server close but can we make an other?

ermm i dont know... depends on ur codeing i guess, but i dont think its possible because the whole server has to react with that command

According to my knowledge, maybe you can edit somethin in SQL Server...:fruits_ap

I can MODIFY client commands, but I don't Know if I can Create new commands for Admin Modules.

Maybe you can something in matchserver or hex edit the client?

it is easly possible, just codecave. And post the packet to MatchServer to what you want your command to do.
