I say it does not appear to put create the set and the character is calato and when I put "OK" to create resent the set of character appears.

GunzDB -> Programmability -> Stored Procedures -> Right click dbo.spInsertChar -> Modify

This does not help. The item ids are retrieved from the database when creating a character. If the item ids are different, you get different (or no) clothes/items.
