[Help] No servers?

Hello, once again i need help, i hope you guys can help me this time.

As this is a private server discussion, obviously i have a private server set up, i have followed the guide "[TUT]BR/JAN SERVER SETUP"

I did everything exactly. But, no servers show up after i run my client, I have portforwarded.

system.xml :
LOCATOR
ID=1 IP="wanip"
TLOCATOR
ID=1 IP="wanip"

for my Locator.ini
[NETWORK]

PORT="8900"

and i am 101% sure the username and pw are the ones to enter my database.

for my server.ini

SERVERNAME="MatchServer1"
FREELOGINIP="wanip"
KEEPERIP="wanip"
MONITORIP="127.0.0.1"
MONITORPORT=9000
MODE="test"

Please help, I do not see any servers in the server page when i run my client.
