[help] register page

Dudes..i have posted the error.. "
Warning: mssql_connect() [function.mssql-connect]: Unable to connect to server: in C:\xampp\htdocs\config.php on line 6"......... and when i fill in forms and press register ...it shows.... "you dont have permission to access the server"...please help....or gimme a correct tutorial......
