Someone released it. It has some room commands included too. I forgot who made it.

GUNZ2830 -> GunzExp.dll. Look up for it. It shouldn't be too hard to find it because you know the thread starter's user name.

The HP/AP #'s on the bars is a D3D9 Drawing on screen, you grab the info of zcharacter and write it there with D3D. It's not an easy task and there are no guides/public releases of it.
