how to get server online?

When i try to run my server with my match server up, it keeps saying its down. I've used port fowarding, it hasnt worked. I've also used No-Ip, it still doesnt work. Can anyone tell me whats going on?

PS:I've searched the forums and everything it told me to do, still doesnt work.

Problem is that i dun know how to >_< I looked that up on the forum too. All i get when i search is Tut's on how to MAKE the server, not get it online >_< Also, i looked up "Connecting game with hamachi" And i dont get anything ><. So if anyone can help me on how to connect GunZ With hamachi, please do ^_^
