Blender can do nearly anything 3DS can. I wouldn't say it's more 'advanced', but it does have a few extra perks. But for freeware, Blender is a great choice.
3DS can be used to make a weapon, then export it as a .OBJ, and imported into Blender. There are no existing .elu scripts for 3DS.
