Can some one help me to fix the locater?

I have almost every procedure but now i have this error in the log file.

i wish i could help you... but it looks like it cant create something in the database, maybe a log or whatever...

that i don't know, maybe try to open it with reshacker or PExplorer or whatevcer to loko at the error messages, then look why it appens?

Get specific language pack installed.
Those are corrupted words. (I cant read em, so i cant help you.)
