Very strange problem, i don't know fix.. i already tryed to help u out.. hope someone knows how to fix it :D

See.. rename the locator folder to the orginal name and if you aren't using a sa pass,, write any password in the ini file,, then Locator must work, if you have the database correctly and that^^.. i hope i helped!
re install SQL and make it with SQL Server Authentication using a username sa and a password. Make the password anything you want then add it in the settings and make sure you setup serverstatus.dbo in the database. Problem solved.
P.S. If you have no password for your database people will inject your database or will DoS you or DDoS your server.

Also, renaming the locator folder by me makes that error! ( it hears silly,i know, but so i fixed it by me by renaming the orginal folder name!)!

yeah zeno is right when you have windows auth locator fails at reading it but if you add it to a new username and pass it'll work
and the real reason is that there's no password ;D in the password field, of course..

Maybe you forgot the obcd connection?
