to connect to a server running on the same computer as the client, you need to use your loopback, 127.0.0.1
I've had this problem before too. In order to make this work, you have to make sure you portforward a couple of your ports. Make sure that both the tcp and udp for ports 6000 and 5100 are open. Also, I believe the tcp for port 5100 needs to be open, and the udp for port 8900 needs to be open, but to be on the safe side, I would just open boths ports for 5100 and 8900. If you have no idea on how to port forward, visit this site: http://portforward.com/ . Basically, all you have to do is pick the router you use, then just randomly pick any one of the games listed. If the tutorial talks about having a static ip, just skip that part, unless you have a dynamic ip. What you want to focus on is the part about how to port forward ports. And instead of portforwarding the ports they list there, port forward the ports I've listed above.
@arenti if i put all my ip's to 127.0.0.1 when i release when other people will be able to connect huh?
@manyblackppl i cant port forward due to ip changes everytime i restart my modem thats why im using hamachi

You typed something wrong somewhere.
checked everything D: . i tell u what ive changed : the 3 ini files
server status.dbo, login.dbo, system.mrs i changed all this to hamachi ip.
just to ask can this be problem caused by system.mrs?

If you want to check if you did everything's right you can try 127.0.0.1 indeed ;)
