well i got the server in the list now, port 6000 wasn't open in the correct way :D,
but now im getting the error:
cannot acces to the server.

I am using windows 7 and I was able. It has to do something with either your router or ports.
Your server.ini is correct and such. Maybe you didn't put the same name for the agentconfig.xml as the server.ini? who knows.
by 127.0.0.1 I ment put all to 127.0.0.1 so you can test it and fix it up before going back to that problem. (I accidently put put also MONITORIP="_")

when everything(and i mean everything) is 127.0.0.1, i still dont got a connection
do you still got your basic one? maybe that 1 works :)
Make Every signal IP 127.0.0.1 (This will run the server on localhost and only you can access it.) if it worked then .ini ,xml files were edited wrong.
