my website can't be accessed from outside server

need help please, i've done build my website. and there's nothing wrong when i accessed it with localhost, but when my friend want to see, it doesn't show anything. my web server and my server has IP Public and opened port is 8080. do i have to port forward in my router?

solved. it's because the system using port 80, i restart the pc and done. there's no need port forward. thx a lot...
