why i still don't see the server -_-

No one can help you unless you give more information on you you've done.
Show us your server.ini in the MatchServer folder (blank out password of course), your Locator.ini in the Locator folder, and maybe a screen shot/explanation on what you done to dbo.ServerStatus in your database.

You may have edited the configuration files wrongly, or your ports may not be open, etc.

Well, FreeLoginIP should be

FREELOGINIP=""

But I don't think that would cause problems with the server not showing up.
Do you use a router? If so, you may need to open some ports.
I'm not really familiar with which ports to forward, but I do remember the port that makes the server show is 8900 UDP.

You can check the FAQ thread that is stickied for a guide about port forwarding and which ports to port forward.
