Please help me in website creation!

Friends i successfully completed creating my website by following this tut : http://forum.ragezone.com/f497/tut-m...-panel-631004/

I used port "8080"
and my ip is 117.192.152.99

If i type this address 117.192.152.99:8080/index.php [ as shown in tut]
i get an error problem loading page!

and if i use this site :http://127.0.0.1:8080/index.php
i get my gunz site!

WOot! but shit ..i registered ..it said success + an error
please see in the pic:





and download's not working :(
please help..

and can i change the look and banner of the site!
if yes than how
and can i log-in from any computer from anywhere will i be able to access my site??

and if i go in forum ..problem loading page

and it's not even english! :(
please help!
