port 8900 is not working

port 8900 is not working what should i do

i tryed everything port forwarded like 30 times to check if it workings i even used other ports i changed 8900 to other ports still not working can somebody tell me how to open Locator Port wich is 8900?

make sure it's not used by any other applications. And by the way, some rots appear as closed when they are not used by any application, so open locator and check if it's opened
