Register Page Help!

ok...
My server is done with all works with fully quest mode,
but I trying to make register page and it's not work....
this what I did:
1)installed the wamp on c:\wamp
2)i deleted the ; in C:\wamp\php\php.ini
3)i clicked on the wamp and selected "PUT ONLINE"
4)puted the site files on www folder
5)I think i added a column with name e_mail(I don't know if i did it good) so please help...I don't understand the tutorial...
and in port check site i have this:
No response from HTTP (Apache - 80 TCP) **.***.***.***!
6)I writed my ip then/index.php and it's not work(i have index.php file on WWW folder)
I need ur help! The helper will get Developer(over 100 accounts already registered by email)

Edit2:Never Mind Fixed it! yay finally I don't need account by email!
