server not showing!!1

can some one help!! my server is not showing!
I already try to use no-ip and not working i wan to port forward but i have no router i try to use 192.168.x.x not working but if i try using server test like 127.0.0.1 it's working help guys.
i use system32 server and i already change the runnable using Xiao's runnable

127.0.0.1 is localhost
the 192..... isnt your wan IP
try finding your wan ip with What Is My IP Address - Shows Your IP Address
