Server Status Help

Hey, i've been following Gregon13's tutorial, i am current setting up a test server.
I have got the database finished, MatchAgent, Locator, Matchserver all working & connected, the locator shows Run:1, Dead:0

The Matchserver is saying DBMS is connected, and there's no errors.
I have hex-edited the gunzlauncher.exe to my dynamic ip, i have added in the server & the ip via the database, via dbo.serverstatus.

When i run the server & the client, everything runs fine, then no servers show up.
Questions;
1) Do i have to port forward, even for a localhost test server?
2) Can you guys help me, or give me answers & theories to fix my problem
3) Anybody willing to come onto TeamViewer & have a look?

Forgot to add;
My register page etc...(which is homepage of the client since its a test server), is working so the database & everything is fully working.

Can somebody possibly make me a gunzlauncher.exe & theduel.exe with the ip of;
86.30.3.109.
