Unknown Bug

Hello all, i've configured all of my server, and gotten a few pro developers to help with this problem, and they have all gave up.
Alex, Kyuma, Peter has helped me on some levels, and alot of known developers.

Everything in my server files, database, runnable is completely working, and everything is in working order.
The ports are right, its set as local host (using for a test server).

But no servers are showing up, and i think its Vista.
Is there any way i can run a local hosted server on Vista, as i'm getting a shit load of problems?

well I run gregors server on my local network (vista) but I didnt get any problems while launching it o_O

Its not the OS. Vista works justfine for a server, its just Vista sucks lol. Anyways! post up your server.ini, locater.ini, and matchagent.xml so we can take a look.
