WAN IP not working,Local Does

I I just want to know if anyone knows why my server doesn't show up when i use my WAN IP, but when i use 127.0.0.1 it works perfect 200%

I know I'm placing the WAN IP in all the right places cause ive got it to work, But i think my problem is coming from my "port forwarding" set up... I don't know if im doing it right to be honest,

But i went to Portforward.com and followed the tutorial for my specific modem. and still not working.... if anyone out there wants to help me out, my MSN is, Technique_@live.com i have TeamViewer as well , if u want to help me remotely.

ps. my msn has an Underscore ( _ ) between technique and @.

it could be that you have a dynamic ip or you need to port-forward (only if you have a router)

i have an IP that never changes, and i have a router... but i\I'm like 50% sure i did the port forwarding right... ^_^
