You should search for offshore servers anything inside the Russia / Romania / Modalvia / Luxembourg is ok.
It is always good to contact your provider before buying the server to be sure.

I've used Blue Angel Host in the past and they're pretty good, and reasonable for offshore hosting.

If a company is very dedicated, hosting off shore does not keep you safe or secure from legal precautions however.
