When installing blender, have it set it into the program directory. Instead of the other... option...

When installing blender, you have a choice to install it in a hidden folder in your documents, in the \Program Files\Blender\..., or somewhere else.
Choose Program Files, then just find the script folder in the blender folder.

    Place it in:
    \Blender Foundation\Blender\.blender\scripts

If you don't have that folder, go download the ZIP file of blender (its at the download site of blender.)
