[Help] Towers outside the base

We'll, basically I've made my server xp wise in Colony Zone (Not JUST CZ, but yeah), So i made somewhat a safe zone (In my words) In colony, Around that area is a couple off guard towers i implemented there, But it seems they don't attack the opposite nation.

I used the, 5400 and 5500's, But they only attack, when they get hit,
So is there anyway off just making them attack? Would help so much =)
