This is what i put for all the maps i have up currently.

This was just the first example, obviously not all of them are 0. Unfortunately i still seem to be getting the 10% cap... what am i doing wrong ?
Be sure the map that is loaded on your server is showing RMTest at the top of the window like shown in this screnshot.
If it is not then the maps aren't loading properly. If it does show up like that then there might be something wrong with the experience inside the MpoInfo.rsm file, but I doubt that since most likely it wouldn't make it exactly 10%.
Also if you are starting the map by typing the map number into the Server Admin window in the little box next to where it says MapServer it won't load that map with the -TestServer argument. The only other way to load it is to make a shortcut that has the same command inside of it or to use the _as GMTool to start the map by going into General/Server, un tick the Auto option then svMapCenter and svIP, and tik the box next to TestServer. Select your map from the bottom drop down list and click the Load Map button. That should guarantee it has started with the right argument.

Hmm... earlier the exp was still capped at 10 but it properly emulated by experience. I don't remember changing anything, but when I try now it gives me some weird exp.
Gangsters give regular 2 while my MOP file input is 4
Hooligans give me 9 while my MOP input is 16
I'm taking off the test server for my map 21 (street2) and testing it again.
Btw, testing it again, it's still funky.
I checked it on street1 and street2 maps. Both have "Testserver" on the thing like your screenshot showed, however it differs from the Mop file.
Robbers give 148 exp when i've set to about 248, spies not too sure but it's about 60 while i set 96, hooligans still give 9 and gangsters still give 2. When I tried without test-server, hooligans gave 16 and gangsters gave 2 (My exp req to level was about 300 though so it didn't bypass the 10% cap but atleast it gave the correct amounts). Is there a different MOP file that the testservers use?
I'm currently using MopInfo.rsm inside the \Data\Mop (Not MopT)
Double edit: Still can't fit it, but i've just decided on a temporary solution. Since the server im making only has 2x exp, the exp cap mainly effects street2 (And maybe street3/1). I'm sticking testserver now only on shops (Since im too lazy to take all of em off) and on street2. There seems to maybe be a formula for the exp depending on what you put in. Example is 248 = 148, 16 = 9, 4 = 2, 10 = 6. It seems almost always slightly above half so i'm just going to quadruple the rates for hooligans and gangsters. I'd really rather prefer a straightforward fix-solution but for now i'm going to use this shortcut.

This is also something I have noticed with the experience when I went through and changed all the monsters to be exactly 12x. The number entered in to get 96 exp is actually 160 and the number entered in to get 21672592 exp is actually 108342960 to give you a basic idea of how it's working. I had to play around with it quite a bit to get each one exactly what I wanted. Basically what I did was take the original exp number and multiply it by 1.2 to get close and then adjust it in the direction it's off by until you get the exp you want. It's kind of time consuming, but at least you only have to restart the map to make the change.
I was unable to find a super high number to test (Since my guy was only level 50, I could change him to 1000 and test it later with higher xp cap) a very precise formula for it, but the exp input is approx .596 of whatever you put. Your idea is good, but i don't think i'll be creating a dedicated or public server for anybody so the time needed to adjust every monster could prove unneccesary.

Yeah, the time it takes to edit each one is a bit much to edit just for a personal server, but it's always good to know ur not the only person having this happen.
Another thing you might find useful is that -1 is the highest you can set the exp, as well as some other things like money and stats.
Its got something to do with your level also,..
If you take a newb char to street2 kill a monster see how much exp you get, take a lvl 25 char, take a lvl 50 char and see how much exp you get.
If you are to low for the lvl base for each map you get less than full exp for that map.
