to make new npcs u just edit ur server files , no client editing (C.E is needed only if ya wanna give that NPC custom made "shape")

Which files must I edit to change NPC's location and menus?

spawnlist.sql (to make they possition).
Npc.sql (here you made a changes)
NpcSkills.sql (if you want to give them some skills)
But remember they will not chenge texture!!!!!!!!!
