El IP que te da el ipconfig es tu IP local, que usas si quieres tener el server en LAN, y la de whatismyip.com es la externa... ahora que no te sirva el server... no entiendo tu problema.

yo puse en server.propierties el ip de IPConfig
y el Ip de whatismyip.com
con ningunas de las dos direcciones
puedo correr el server me dice que direccion esta en uso :S
tampoco entiendo cual es el problema
pero con ninguna de las dos direcciones lo puedo correr :S

trataste usando 127.0.0.1 en la interna? aunque a mi me funciono con la de ipconfig tambien..
