I have Windows Xp Sp2 and mySQL work fine!!!!!!
You have to check tree things:
1)mySQL configuration
2)SQL tables (not always all SQL table good for some servers)
3)Windows FireWall configuration.
When i had this problem it was SQL tables.
Just check thet you have SQL table for this server configuration and thet you have all SQL tables.

change them to SQL table wich comming with your datapack and delete all old sql tables

till now i never work with it, but i will try to download it now and help you
Download L2j-server and datapack.
extract datapack and copy all files to server directory.
then put all sql tables into Navicat and give data base name L2JDB.
go to config directory server.proparties and give your mySQL username and password. (make all your server proparties in this directory)(open file with notpad).
then run startserver.bat and your server on
You have need some programs like:Java, mySQL and Navicat.

You can use mysql query browser or the free brazilian sql browser.
I dont remember the name/link for last one, but search the web and u will find it.
Some say its even better than navicat, so you may want to give it a try.
