Account Ban Problem [MANGOS]

Hi all, I have a very strange issue.
My Mangos server is auto banning users, and locking them out.
Is this possable? Or is it someone thats doing it?
If it is a setting, what is it and where do i change it.

Check on your site; on admin panel, go to Site Configuration and set to false Account Activation thru email and activation keys.

That is what it has been since the beginning
Any other suggestions. If it doesn't just ban them it locks them out and sometimes it does both...
