I can't make the Expansion Races (Blood Elf or Dreanei)

In your "antrix.conf" file, there is a field that looks like this:

# Expansion races
#
# This directive controls whether expansion races will be allowed to be created
# by players. (once the expansion is released).
#

AllowExpansionRaces = 0

Change:

AllowExpansionRaces = 0

to:

AllowExpansionRaces = 1

Remember to set flags to 8 in your acc table
