[Ascent] Char Starting Skills

hey ive been on custom servers where all chars can use all armor and wep types
i was wondering is there a way to do this with ascent? if its not possible to make it so they start able to use them is there a way to make it so all can train all?

check the tables for something relevant, i think it's like character create info or something like that.
