how do i make a server public on vista without hamachi, when i go to the host thing and try to save it is says like could not find the specifed path

To make a server public you need to have your external IP for your realm in ascent-realms.conf.

I can't answer your specific question about the "host thing" because well. I have no idea what the hell you're talking about.

Why would u want a server on vista that uses about 1gb RAM when doing nothing?

OK:

i don't recommend you editing the hosts file at ALL.

ppl always say you should, in my experience it doesn't do anything as long as you have a dynamic dns.

use something like no-ip.com, and put that in your realms.conf (eg: mywow.no-ip.com)

OH and yea, i would not recommend you using vista either..its not very stable as a server (as much as i know of anyway, convince me if it is xD)
use linux. thats the most stable way to host a server. debian or freeBSD i would say.

BUT if you rly wna use windows, use win server 2003 or xp. work better and more efficiant.
