[ascent]missing spells and fear broken

I'm using ascnet 2.4 stable and NCDB 2.3.0 milestone but I have a few problems with it still. Firstly, some rank 2 spells are missing, like mortal strike rank 2. They don't come up on the trainer list. Secondly fear doesn't actually work. The fear graphic appears above your head but you can still move around freely and auto attack, but can't cast spells.
Did I forget to update one of the .sql's or something?

try using a later rev like 2427 or 2445 and use database 664 from the sticky above, might help ya
