Ascent server guide sticky, no World DB download

So reading through for the links in what i need to download, I have hit a wall. I go to the download page and cannot find the world database that the person has described that I need and cannot proceed without it.
I downloaded all the relevant downloads yet this "World DB" download seems to not be there.

Can anyone tell me what the download link is called.

You need to download the NCDB file. It confused me at first, too. ;)

Character = Character DB
All other DBs = World DB
