[Ascent] What is Moon++, and where do I download it?

I'm setting up an Ascent server, but I can not understand what this Moon++ stuff is. Is it necesseray? Are there other alternatives?

EDIT: It seems like the Moon++ scripts have been merged with NCDB, but I can't find them there...

moon++ is already in ncdb database (if u have the newest one :] )
