Have you installed .NET? (yes it's stupid but worth of checking ;P )
Try run it as administrator (if I remember correctly right click and Run as Administrator)

Indeed it's not :)
Make sure u have ad.exe compatibile with your wow version, and it can be windows related.

Btw, vista is crap.
