You can create armor sets here:
    Code:
    http://wow-v.com/armorcreator.php
After all fields are filled in it makes it into a .SQL format for Antrix (Ascent), MaNGOS, or some other Emu.

Ah so that is what you're asking. Has it even been done before?

    Re: Custom item sets question

It's been attempted multiple times, but never successfully. I think the item set bonuses are actually embedded in the client, and as such are severely buggy to edit, if not impossible.

I've seen someone get one applied, using a set bonus already in the game, but as such, the set bonus was supposed to increase speed by 10% or so, and apply some nature dmg...it came out looking like a 0% speed increase that caused 0.1 nature dmg per second.

So, not the most stable thing. Best bet is to just pick and choose which piece of custom armor gets what bonus.

    Good luck.
