[HELP - Antrix] Quest Items

I'm running a 2.1.x Antrix server with TerraNET DB Rev 6, and it has no bugs, except one. A big one. Even when you have the quest, quest items will not drop. Seeing as I'm running a Blizzlike server, this will cause some major leveling problems. Is there a way to fix this other than putting each and every item in the creature's loot tables? I wouldn't want to use the Loot Table solution because players could get extra of the quest item and it would be a nuisance to just delete the extra.
