[Help][Ascent/Ncdb] Making a VERY Custom item...

Hey, ive been recently playing on various World of Warcraft Servers, to get some cool idea's for my server...
I came across 'WoWTrance'.
As i started playing i noticed a WoWTrance item in my bag, i clicked it, and as if i was talking to a gaurd, it gave me a menu, saying
'Mounts'
'Teleports'
'Special Functions'

As i clicked on mounts, it gave me a list of mounts i could use, when you click them you automatically mount onto it. Even without that specific mount in your bag..

Anyway, you'll get more of the idea if you play it.
I was woundering, if anyone knew how to do this sort of thing, i really want something like this for my server.
Does it involve C++ Scripting?
Or is it just Database Invlolved?

If anyone could help, or want to join me in creating an item like this for my server, i would be very greatful and i would welcome you to our team.

It is scripting for sure i know that.
It is a pain in the ass, and i would never try to attempt that unless someone made a generator.
