For the first question, root is usually the default username on SQL database. You can change the username and the priviledge. You can run your server for 24/7 that cost eletricity and ISP cost, if you talking about renting a dedicated server than that's running 24/7 for sure, otherwise is your lost. I'm not sure the cost as i don't know where you live.
