[help please] experience rate

hello everyone. I've been looking everywhere and can't find a place on where to edit the experience rates. Is there a program the would allow me to do so. I am looking to bumb up the exp rate on monsters by a huge amount and also bumb up quests and discovery. I also found something for the drop rate but not sure if it works as of yet. Does anyone have a link with a tutorial to do so. I don't mind using a program or editing the monster files one by one. Thanks..
