Again, as Ive said in some other posts, Im no expert and still learning to find my way around with this server stuff, but im getting there hehehe. So dont start beating me with a bashing stick lmao.
But first we all are going to need some information about what your running. Which emulator; Mangos, wowemu, etc.
Also, is this just you playing on this server, or are you hosting so other people are playing too. If your hosting, server specs? Are you playing on the machine that is the same as the host? If there are multiple people playing on this server, what kind of upload speed are you working with.
But 10000 is a really high latency regardless. On live i only had that happen to me once, and that was due to a really poor college library wireless connection. Hmmmm...Ya, but in general I think we would need a bit more info from you to be able to diagnose your issue.
With the info given the only things I can suggest is check if your ports are correctly forwarded and check your firewall.

first the server was good.. but in the pas days is getting a high lag .. 1.7k - 6k ..... and its only me playing... before when i have my server online whit the ppl and me theres no lag at all.. but now its only me and it gets very laggy....
i use mangos 3642 now .. but this thing start to happend whit mangos 3476 .. and Dunno what to do
Just don't use mangos...that will do most of the trick.
My non-mangos server hosts 64 players on 1MB upline, and never more then 100ms :)

anubizthot what was the reason for your lags?
my server is also laggy ( latency higher than 1000ms @ 10 players online on root server)

When local (standalone - solo) latency shoots up, the problem is going to be something using up your system resources (like the full drive anubizthot mentioned, or malware/virus activity). If you are online, (hosting an internet server) the problem can be a little more complicated to diagnose, as it will involve network resources that you may have no controll over (ISP).
For best local performance on Win platform:
Try to keep 25% disk space available on main drive (usually c:\ - so pagefile and MFT [file allocation table] issues do not occur).
Disable or uninstall any applications that you do not need/use (to free up drive space, memory and processor time).
Perform regular scans for malware/virus with updated tools.
Basically, try to keep the system clean.
As NightrainSrt4 indicated though, we really would need some information about what your running and how it is set up, in order to provide more specific advice.
