That happens to me sometimes, however for me it usually means to just retry. It always works the next time.
That's giving you an access violation.
If you're on Windows Vista, the simple solution for that is to right-click the program and tick "Run as an Administrator" and it should be able to perform that action. If that doesn't work, you're shit out of luck, because Vista is a piece of shit.
If you're on XP, check to make sure any programs on the PC allow modification of the memory. For example, Spybot: Search and Destroy has a sub-application called "TeaTimer" which disallows any alterations to the memory. You would have to go into the program and allow that application. It could be as simple as configuring your anti-virus or memory-controlling programs.
This could also be caused by the configuration being incorrect. If you have something wrong in your configuration files (IE. you screwed something up), it could be trying to send a "bad value" to the server, which is then causing the memory violation. So if the 2 solutions above don't help you, go back and read your config files 'cuz you screwed up.
Well, I ran it again as an admin (yes I'm on vista, it's not exactly the worst... just alot of work)
and now i got another error...
it's similar to this one, but a little bit more information...

No, Vista is BY FAR the WORST OS on the entire planet.
There's nothing else you can do in regards to this server. You can't read/write to the memory of the system because Vista is a bitch and blocks all kernel and memory access. There's NOTHING you can do.
Sorry~
Dont use Arcemu
