[Help]Weird Problems

My first problem is there are no monster in the environment. I tried to type .respawnall when I am in GM mode but it is an invalid command.
Second problem is I can't equip my warriors with his starting shirt.

I am using TBC2.1.3, MaNGOS REV4403 to run my server.
There are only in-game problem. Other problems are solved after I searched the forum except this 2 problems.
