It would depend on how new your spell.dbc is.
But to be honest, You should consider moving to a newer emulator.

Kobold and mangos are both new, and have pretty much got 1.12x clients running the game very close to the real thing.

As for your spell.dbc, there was tools for editing dbc files, but i've not been on the wowemu scene for a very long time, and have forgotten m ost of it.

You could try searching via tags, and look for this stuff.
