What kind of rates are players looking for in a wow server?

That depends. Myself i'd prefer somewhere between not too high and not too low. I am currently Head GM of wowbeez own battleground, high rate realm and on there the values of xp rate and drop rate are different depending on what kind of realm you would like to create. As funserver i'd prefer the xp rate and drop rate to be very high. And high rate = high. Just create realms with your own interests and what you self think is a good setting for your desired realm.
