For Windows XP Pro SP2:
First you need to install IIS in your PC. So you will need a WindoWS SP2 install disc. Insert the disk into the same cd-rom you installed Windows on.
Now goto control panel and choose add/remove programs.

In add/remove programs look to the side where it says add/remove windows components and click it. Check Internet Information Services, if you want ftp also click details> and check File Transfer Protocol (FTP) also. And whatever else you think you may need. Now click ok and wait as Windows looks for your install disk and starts installing Internet Information Services.

Once it is done installing you can access your site by typing in internet explorer address bar [url=http://localhost]cPanel
