MDH will do both of what you want.
How todo it:
For completing quests:-
Click on account managment, now select the account your altering, and click on chars button. At the end tab you will see quests, now it's as simple as clicking on the quest you want completed, and select from the drop down list, completed.
For adding to vendors:-
Click on creature managment icon, now in the search box, type in the name of the trader you want to alter " example:say bob the builder" Now once it finds the npc you want, click on extra tab, here you will see the Vendor managment button.
Then simply click on it, and once in, click on add. Now you can either type in the id of the item you wish to add, or select one from the dropdown list.
Once you have your item picked out, select edit. Thats all.
