Max quest level bug

The server I play on has had a crippling bug with quests, lately, and I wonder if any of you know a solution.

The bug: if you level up past ~5 levels of a quest without picking up the quest, the quest giver will no longer give you the quest. Instead, he will say, "Hey, <charname>, how can I help you?". When you mouse over the quest-giver, though, the exclamation mark pointer still shows up.

It's frustrating as a 69 not being able to pick up good quests to get to 70, and if new players don't know about stances, or pets, or forms, etc- they can't ever get these things without GM help if they level past this "maximum quest-attainable level."

Anyone have any idea how to fix this?
